Engagement plays a role throughout the development of indicator systems, but levels of commitment to engagement by both stakeholders and system developers varies. The system’s original objectives however can shed light on when, why, and how engagement occurs. Indicator systems may be developed to fulfill mandates, facilitate communication, provide services, or guide internal/external decision-making. Different objectives have implications for the structure, extent, and goals of engagement. Connecting objectives, engagement efforts, and outcomes helps determine when and where stakeholder engagement is most effective. Although stakeholder engagement doesn't end with a diamond ring, it can improve efficiencies and create more useful products.
